Elio Miranda dio inicio al periodo de sesiones ordinarias con importantes anuncios para el distrito
El viernes 4 de abril, el Presidente del Honorable Concejo Deliberante, Elio Miranda, dio inicio al periodo de sesiones ordinarias, con importantes anuncios para el distrito.
Con la presencia de 20 concejales y vecinos del distrito, luego de dar lectura al informe de la labor legislativa del año 2013, período en el cuál se sancionaron 65 ordenanzas, 28 resoluciones y 11 comunicaciones, se trataron 28 expedientes entre los que se destacaban, el que contempla la puesta en marcha de las “Jornadas Consultivas” en todas las localidades del partido; las cuáles fueron anunciadas al momento de dar a conocer las metas de gestión, por parte del Departamento Ejecutivo.
Entre otros temas de interés públicos, el Departamento Deliberativo estableció, la puesta en marcha del sistema DAMHA (dispositivo de alerta para mujeres y hombres agredidos), que consta de un dispositivo que a ser accionado por la victima da aviso al centro de monitoreo comunal ya al sistema de alerta 911. Podrán acceder al sistema las personas que hayan denunciado agresiones y obtuvieron de parte de la justicia medidas de exclusión del hogar o restricciones de acercamiento del agresor.
Asimismo el Honorable Concejo Deliberante sancionó una ordenanza que convalida el convenio suscripto con el ministerio de Justicia y Seguridad de la Provincia de Buenos Aires para la instalación de la escuela de Policía en la Ciudad de Campana. Se debe destacar que a través de este convenio los vecinos del distrito que lo deseen podrán acceder a formarse como agentes de policía, sin tener que trasladarse a la ciudad de La Plata.-
Luego el HCD sancionó una iniciativa legislativa que promueve las acciones pertinentes para que la máxima autoridad bancaria (BCRA), los directorios de los bancos más importantes, la cámara de diputados y senadores del Pcia. de Buenos Aires, a los fines que que se establezcan entidades bancarias y financieras en la localidad de Matheu. Se trata de doce proyectos de Resolución, dirigidos al Banco Central de La República Argentina, a los Directorios de los Bancos Provincia de Buenos Aires, de la Nación Argentina, Patagonia, Francés, Santander Río, Galicia, Itaú, (todos con sucursales en el ámbito del Partido de Escobar); y a la Legislatura de la Provincia de Buenos Aires, respectivamente, los cuales de aprobarse, solicitarán que entidades bancarias y financieras, se instalen en la localidad de Matheu.
También y a través de otra iniciativas, el Honorable Concejo Deliberante de Escobar sanciono una resolución dirigida a La Dirección de Vialidad de la Provincia de Buenos Aires, a los fines de que se proceda a la reconstrucción de la cinta asfáltica, de las banquinas laterales, bicisendas, y trazado de señalización vial sobre la calzada, de la Ruta Provincial Nº 25, en su traza dentro de los límites del tramo entre las localidades de Belén de Escobar y Matheu, Partido de Escobar.-
Finalmente el Departamento Deliberativo resolvió dirigirse al Gobernador de la Provincia de Buenos Aires para que en su carácter de Responsable de la seguridad en la provincia, y Jefe de la Policía, el pronto envío de recursos tanto humanos como materiales (móviles) para ser afectados a las tareas de patrullaje y de prevención del delito en el partido.
Elio Miranda: “La seguridad es el tema más sensible en la agenda diaria de los vecinos”.
Finalizada la sesión, en una entrevista exclusiva con nuestro medio, el Presidente del HCD, Elio Miranda, se refirió a los distintos temas tratados en la sesión de apertura y con respecto a la ausencia del Intendente Interino, Walter Blanco, señaló: “Con el Intendente, Walter Blanco, nos reunimos, analizamos la situación, las distintas obras que está encarando, los servicios que está reforzando en las distintas localidades, como los distintos expedientes y proyectos en el ámbito del H.C.D. concluyendo que sería oportuno dejar de lado el acto protocolar para que sea una jornada de trabajo, tanto para el Intendente en la gestión gubernamental como el concejo en el tratamiento, discusión y sanción de proyectos que aporten a mejorar la calidad de vida de los vecinos”.
El legislador, resaltó que: ”El intendente nos pidió que trabajemos en una Ordenanza para crear las Jornadas Consultivas,que será un ámbito donde el Jefe Comunal, junto a su gabinete, pueda expresar sus planes de gestión y tener un contacto directo con los vecinos, donde le transmitirán las problemáticas del barrio, en cada una de las localidades”, con respecto a esta iniciativa destacó que:”Será a través de una Ordenanza para que se mantenga en el tiempo y no sea voluntad política del Intendente de turno”.
En referencia a uno de los temas de mayor preocupación de los vecinos del distrito, como es la problemática de la seguridad y el proyecto de creación de la Policía Comunal, Elio Mirando, dijo:“Estoy de acuerdo y promovemos la creación de la policía comunal, que dependiendo del Intendente, va a poder estar en los distintos barrios de acuerdo a las particularidades de cada uno. El primer eslabón al que acuden los vecinos es el municipio y de esa forma se podrá dar mayor respuesta y sobre todo prevención, sin reemplazar el trabajo de la policía provincial.
La seguridad es el tema más sensible en la agenda diaria de los vecinos, porque tiene que ver con la vida o la muerte de la gente y hoy los delincuentes han ganado la calle y la gente común tiene que vivir encerrada”.
Elio Miranda, uno de los referente del Frente Renovador en el distrito, cargó contra el Gobernador Daniel Scioli y apuntó:”El responsable máximo de la seguridad y de la policía provincial es el Gobernador Daniel Scioli , parece que vive en otro país y no se da cuenta de esta problemática”.
Con respecto, a un tema de debate con los distintos bloques, como lo es la Ordenanza que establece las pautas para acogerse al Retiro Voluntario, subrayó: “La ordenanza consiste en establecer regímenes especiales para el personal de planta permanente y de carácter opcional para ambas partes, tanto para el trabajador municipal a quién le permite ejercer la decisión facultativa de tomar o desechar éste beneficio y desde el Departamento Ejecutivo Municipal tener la facultad de aceptarlo o no, en función de evaluar si este pedido no va a afectar a diferentes áreas o si tiene la posibilidad económico financiera de hacer frente a ello. Con este proyecto no se están planteando ajustes ni se plantean despidos, es una herramienta que sirve para dar respuesta a trabajadores que por su edad, por su salud o por ciertas circunstancias, se les hace dificultoso continuar cumpliendo con sus obligaciones”.
